Eine vorstaatliche Organisation steht rechtlich vor den über- und zwischenstaatlichen Verbindungen, die eine vor der Staatsgewalt der Vertragsstaaten geschiedene öffentliche Gewalt zu Recht legitim ausübt. Staatliche, zwischen- und überstaatliche Organisationen besitzen partielle Hoheitsverträge, aber nur die global-vorstaatliche Nicht-Regierung-Organisation ist universell und überall zu Recht berechtigt, dessen Recht sich die Vertragsstaaten zugunsten des genfer Abkommens in Art. 24 (3), 25 GG entäußert haben. Sie stellen keinen Staat dar, auch keinen Bundesstaat, sondern eine Rechtgesellschaft eigener Kategorie im Transzendenzbezug. Der obligatorische Kontrahierungszwang ist gegen die Rechtanbindung verletzt, wenn bewaffnete Konflikte gegen das Amt der Menschen fingiert werden, denn eine Aussetzung ist strafbar. In der staatlichen Jurisdiktion gibt es nur ein vertragliches oder außervertragliches Schuldverhältnis.
