The Mills Act is a tax incentive designed to encourage Preservation of Historic buildings. In 2008 a lot of bogus information about the Mills Act was generated by San Diego's newspaper and a misguided Grand Jury report. Based on these wildly false claims, San Diego's Mayor sought to shut down the Mills Act. Fortunately facts were on the side of The Mills Act and it prevailed after a thorough hear by City Council who voted to keep the Mills Acts in place.
