Watch the story of the investigation into waste and fraud that rocked FEMA and its head, Michael Brown, long before the agency’s failings made front-page national news. Brown dismissed the paper's reporting, but the story wouldn't blow over, as the whole country would become painfully aware of only after Katrina hit.
