I couldn't find anything else about her to put here so I'll just tell you how I came across it.

TV channel Five US used this on their CSI Interview Techniques promo, and I remembered the sound. So I emailed Five.tv and they told me it was this, but I remembered it from somewhere else. It turns out Fatboy Slim sampled this for his track Gangster Trippin.
