Bill of Rights, and graduated from PMC (now Widener University) with a degree in civil engineering. He worked for forty-two years with Atlantic City Electric Company, which sent him to the University of Pennsylvania for advanced study in Soil Mechanics. Upon retirement, he worked for a private engineering firm until 2009.
