That's the aim of "Energizing Development", a new initiative unveiled by the European Commission on Monday. With a budget of 50 million euros, the EU will give technical advice to those developing countries who choose to participate in the programme.Â
Led by the United Nations Secretary General Ban Ki-Moon, the plan also seeks to improve energy efficiency and double the amount of renewable energy currently used.
The EU wants the private sector to get involved. To encourage companies to participate, Brussels will create guarantee schemes with banks to provide investors more assurance that their money is safe.Â
Mid and long-term private investment has been scarce. Many companies still fear the risks of funding renewable energies are too high while benefits are too slow to emerge.Â

Campaigners are calling on European ministers -- attending the Durban Climate Change conference (28 Nov - 09 Dec 2011) - to follow the lead of the United Nations after it suspended a controversial carbon credits scheme that encouraged developing countries to build coal power projects.
The UN's Clean Development Mechanism (CDM) is designed to encourage global financial markets to invest in low carbon projects and has created a trading market worth USD$144 billion.
Now pictures have now emerged showing how open cast mining at the Sasan thermal power plant in Madhya Pradesh in India, funded through carbon credits, has forced some of the world's poorest from their homes and left communities destroyed.
The UN suspended coal projects from the carbon offset scheme because the rules used to calculate emission reductions had resulted in the creation of "artificial carbon credits". It will now look at new methods of monitoring and verifying the effects of carbon credits.
Investors in the Clean Development Mechanism are frustrated by the repeated changes to the rules governing which projects qualify for carbon credits, and increasingly disillusioned with the low price of carbon determined through the mechanism.

The United Nations climate conference in Copenhagen has not become the turning point in history that many people on earth were hoping for.
Despite the urgency of global warming, the worldâs political leadership did not manage to step beyond its own shadows.
In the end, national economic and political interests weighed more heavily than the general global interests.
Our global environment, particularly in developing countries, now is the main victim. Financing innovation in green technology will remain difficult.
The only issue agreed on is the need to keep global warming limited to a rise of 2 degrees celsius. Still undecided is the how and when that is to happen.
Copenhagen did not only lack political will, but it also lacked organizational skills. Thatâs disappointing and embarrassing, certainly given the enormity of what was at stake:
reducing global warming so that planet earth remains a place to live for future generations.

President Bush's former United Nations ambassador John Bolton said the United States would stand behind a pre-emptive strike by Israel against countries developing "WMD facilities."
