Contention lies in the elements of whether or not if physical possession of the documents by the Salem Township contracted lawyer counts is equivalent as possession by the Salem Township government and therefore is subject to disclosure. Also, there is confusion why Salem Township continued to deny possession of the documents for over eight months when they were physically in their possession at the Salem Township government offices (document packets were sent via "Hand Delivery" by Salem Springs, LLC legal council) dated October 28, 2011.
