Square Enix has released only small portions of Final Fantasy XIII's plot since its announcement at E3 2006. Pulse is the name of the world in Final Fantasy XIII, a lush, natural environment inhabited by many monsters, leaving the human inhabitants in constant fear of attack. The Crystals of Final Fantasy XIII are sapient beings, able to create life forms and objects.[14]The Crystals directed the fal'Cie, a mysterious race of beings that transcend humanity, to construct the futuristic, utopian haven known as Cocoon in order to protect humans from this threat.[11][15] The Crystal of Cocoon protects and advances Cocoon through technological creations and the l'Cie, destined people chosen by the fal'Cie to carry out the will of the Crystals.[11][15]
The citizens of Cocoon fear Pulse and its people, whom they believe are trying to destroy the city. Therefore, the Holy Government of Cocoon has quarantined anyone they believe to be linked to Pulse. Those individuals who are quarantined are then exiled
