国鉄の標準形交流電気機関車として昭和38年(1963)に登場し、D形ながらF形直流電気機関車に匹敵する牽引力を有する貨客両用機関車。 末期には一部の車両がジョイフルトレイン「オリエントサルーン」牽引用として特別塗装が施され、同列車をはじめとする各ジョイフルトレインや、「あけぼの」などのブルートレイン、「オリエントエクスプレス’88」などの先頭に立って活躍しました。
