【野田プランの問題点】(偽装減税・実質大増税) (1)消費税の減税は1年限りで、手取りの観点では「1回限りの給付金」と同じであり、経済効果は希薄。 (2)1年後、#軽減税率が廃止 され、#食料品・新聞は10%に増税される　ので、「食料品購入時の痛税感」が拡大するだけでなく、#非課税世帯以外の大半にとっては実質大増税で、消費の主力である中間層には恩恵が無い。 (3)「給付付き税額控除制度」を実現するにはスパコンが必要であるだけではなく、極めて複雑な社会制度の変革を伴うため、1年で準備することは事実上不可能。運営経費も莫大であり、システムがハッキングされたり、テロや災害で被災した場合に、全国のPosレジが停止することになり、「フェール・ソフト」に反する。 (4)(2025年4月26日に某番組で野田氏自身が明言したように)「給付付き税額控除」実現のためには、#全国民の全銀行口座・全資産を強制的にマイナンバーに紐づけることが必須となる。 その為、#プライバシー保護・個人情報保護の観点から重大な課題が生じる。#秘匿したい持病や通院歴を持つ弱者には極めて過酷である。 ⇒現在、この制度はシンガポールのみの制度であり、(州単位で計算していた)カナダは大半の州で廃止した。なお、カナダは消費税は8段階であり、「複数税率」と「給付付き税額控除(GSTクレジット)」を併用していた。また、食料品は全て非課税であり、軽減税率は7％→6％→5％と引き下げた。 (5)野田案では、消費税の課税が10%と8%と0%の3段階となり、(極少数だが)#2段階から3段階の対応がNGのシステムとPosレジが存在 するため、対応が課題となる。 (6)「非課税」と「免税0%」の議論が混乱しており、一部の税理士やインフルエンサーから「免税0％ならば飲食店が大量倒産する」との危惧も指摘されている。 (ただし、これは #2021年度から上場企業では禁止された税込経理を前提としており、正確さには疑問あり。しかし、#食料品価格は変動しやすく、#仕入先による便乗値上げのリスクは否定できない) (7)消費税では、「非課税/不課税」と「免税0％」は似て非なるものである。「非課税/不課税売上」目的の「#課税仕入による仮払消費税」は、#消費税法第30条の仕入税額控除の対象とはならない。 ⇒これは「損税問題」と呼ばれており、#医療法人・社会福祉法人・調剤薬局等は、1989年以降、36年間も苦しみ続けている。 ⇒この問題をそのままにして食料品店を「免税0％」とすることは非常ハードルが高く、立法過程において、 「免税0％」が「非課税」にすり替わる公算が大である。 ⇒この場合、#農家・食料品店に大規模な損税問題が発生する。 ------------------------------------------------- 最後に、再度、あるべき消費税減税の姿を示します。

・軽減税率5%ならば赤字国債不要 ・地方分は交付税で手当て可能 ・地方分の補填を含めても、財政法6条は堅持可能。 -------------------------------------- この消費税減税案の特徴は以下のとおり 【趣旨】現行の食料品の8%が、G7で最高税率(独 :7%,仏 :5.5%,伊 :4%,英・米・加 :0%または非課税)であることを踏まえ、財政規律の維持と庶民の生活支援を両立し、赤字国債の追加発行もシステム改修も不要な案とする。 【提案の骨子】 1.標準税率は10%を維持する。 2.軽減税率は2026年4月より8%から5%へ引下げ、恒久的に5%とする。 3.一般国民の日常生活を考慮し、軽減税率の適用範囲の拡大も検討する。 【5つの特徴】 1.赤字国債不要 ⇒国税の税収インパクトは約1.8兆円であり、「103万円の壁」対策（約1.2兆円）と合わせても約3兆円 であるので、毎年の余剰金(約8兆円)の半分以下であるので、財政法第6条の原則を維持できる。 ※「103万円の壁」対策は500億円程度。地方消費税のインパクト5000億円のうち、富裕団体である東京都を除く自治体に地方交付税で補填したとしても、 1.2兆円＋0.05兆円＋1.8兆円＋0.4兆円 ＝3.45兆円　＜　(毎年の国税の剰余金)✕1/2 であり、財政法第６条の規定を遵守できる。(財政規律の維持) 2.標準税率は10%を維持 ⇒国債格付けには影響せず、将来増大する社会福祉の財源の確保の観点でも問題なし。 ※なお、日本はIMF8条国であり、MMTは実施できない。 3.エンゲル係数がG7で最高の約29%であることを考慮。 ⇒中低所得者層への恩恵を最大化するため、食料品の減税に主眼を置く。 4.プライバシー保護・個人情報保護の懸念なし。 ⇒給付付き税額控除は採用しないので、全口座・全資産のマイナンバーへの強制的紐付け不要 5.課税の税率は2種類のままなので、(課税率3種類に対応できない極少数派のシステム・Pos レジでも) システム改修不要 ⇒既存のインフラに対応できる。
